▶ Should VAT be included in budget figures?

Budget figures should be the net values and should not include VAT. This is because the VAT element of the transactions will be reclaimed and therefore does not represent a true cost to the council.

This means that payment budgets should be based on net amounts and that receipts budgets should not include VAT. Although you may be expecting to reclaim VAT it should not appear as an income line in the budget.

When reviewing budget vs actuals reports on Scribe the actuals displayed will always be the net amounts. The VAT amounts do appear at the bottom of the page on the Summary Report.
